Graham was born and raised in St. Catharines, Ontario and received his B.A. and M.A. from Brock University, before attending the University of Windsor Faculty of Law, where he received his L.L.B. in 1990.

Graham has been practicing law in St. Catharines since 1992. He has a general practice consisting of Corporate Law, Family Law, Civil Litigation, Criminal Law (including Highway Traffic Offenses), Real Estate, Wills and Estates. Graham is a member of the Niagara Collaborative Law Group and a Past President of the Lincoln County Law Association.
